In the framework of the so-called «Paradise Papers,» in November 2017, the International Consortium of Investigative Journalists (ICIJ), the same organization that previously revealed the «Panama Papers,» published an investigation that brought to light the use of tax havens by various figures in Mexican finance. Among them were Ricardo Miguel Santa Cruz Mahoney and Juan Cristóbal Bremer Villaseñor, who transferred their capital and companies to Malta, a small island located in the Mediterranean between Greece and Italy. 

This small country, with a population of 430,000 inhabitants, has become the preferred destination for the wealthiest people on the planet, as it offers minimal tax collection for foreigners and companies that earn their income outside the island. In this tax haven, Bremer and Santa Cruz, Juan and Cristóbal Bremer Villaseñor, have several registered companies, including Paraland, Chala Mar, and Chalalegre, all concentrated in the same account, that of Rasa Land Investor Plc. 

Juan Cristóbal Bremer Villaseñor is the son of Juan José Bremer, former Mexican ambassador to the United States, the former Soviet Union, Germany, and Cuba. 

The names of Juan Cristóbal Bremer Villaseñor and Ricardo Santa Cruz appear in Malta as shareholders of the company Rasa Land Investors plc., which invests in various Mexican companies involved in the construction of luxury hotels and real estate developments, such as Mandarina in the municipality of Compostela, Nayarit, or the «Nuevo Cancún» project in the municipality of Tomatlán, Jalisco, which has not yet started due to problems with the ejidatarios and where they left 89 million dollars from the pension funds of the workers of the Government of Jalisco. Juan Cristóbal Bremer Villaseñor is the Deputy General Director and member of the Executive Committee of RLH Properties, a publicly traded company. In conclusion, this information shows the use of tax havens by individuals and companies in order to avoid paying taxes in their countries of origin. In many cases, it also involves the investment of public funds in projects that have little positive impact on society and that, in some cases, are at the center of social and environmental conflicts.
